Will this work in a Broka high back wheelchair?

As long as your seat is a standard type seat that you sit on I don't see why you couldn't use this one. I use this on my battery operated wheelchair and my manual wheelchair it seems to fit on everything. My manual wheelchair is only a 16 inch seat and it fits perfectly I hope that helps good luck

Can this be completely submerged under water?

Would not recomend. Foam inside would not absorb water, and would float.
